As to your new question - I can't  answer it because it depends on the tax situations of the parties.

As to govt revenue - will be less than expected but will close a loophole that's being exploited so you must agree that's a good thing.

Personally I reckon everyone should have to pay a minimum % of tax on their income, irrespective of your "deductions".
