yes I believe it was open for swimming after the treatment and then shut down again. Not to sure if the dose was just a light one because of budget constraints or the recommended dose.
Not long after the application I did read a report / news article (going on memory here but you should be able to google the article) but there was a heavy storm which I believe affected the effectiveness of the treatment, I believe a lot of run off and debris was washed into the system. I would image the extra water going into the system would have a dilution effect and the debris would also cause more pollution
