If GXY is as sound as we think it is, it will prove itself in time. The manipulators give us great opportunities to buy in at cheaper prices if you're a believer. Why would you want to stop that?
If you removed short sellers, all you would have is a vacuum of increasingly delusional 'sky's the limit' spruikers and unconscionable boards talking up stocks with no fundamental value, and no reproachment.
In summary, shorts are the closest thing to policing irrational exurbance - I vote to keep.
