their operating profit was around $16m this year, projected to be $28m next year.
It is the debt load from the set-up that is making this part of their business unprofitable. Their reasoning for off-loading is to use the proceeds to retire the debt. New entrants could stand to make $$$
Don't forget, neither end of the railway is a huge exporter/importer of products so a majority of freight is domestic... Not that many people at either end (some would say for good reason...) so it turns a nice profit for it's market.
