I never see government departments ever spending less during a recession on whatever makes them do their job without having to visit a site in the snowy or cold weather...sitting in their office is a far better option. Its easier to let NEA do the work, they increase taxes and NEA makes more money. Trump would use NEA I'm sure as would security agencies, police, FBI, CIA etc
