That was my thoughts also.

From the Rincon Evaporation Ponds Update ann:

''The remaining smaller ponds, which will be utilised forstoring concentrated lithium brine from the larger ponds (in the latter stages of the ~12month lithium brine concentration period), are planned for lining during January 2019. ''

From memory it was Jan, 2018 that we received the update of the large ponds being completed and beginning of the concentration period. So that would tie in perfectly for this theory regarding timelines. After the smaller ponds were lined earlier this year, they probably immediately got filled for storing the concentrated brine (and further concentration through evaporation). They may have been emptied for processing as planned, or even possibly in preparation for the recent bad weather (if they knew it was coming beforehand, which is likely). And now they have been re-filled again.

Management always continuing to work behind the scenes to build a sustainable business. 

All this is in my own opinion, but the explanation seems to work with the timelines pretty well.
