 Thankfully it is not dependent on a peace agreement to bring it about.
"(Psalm 46:8, 9) Come and witness the activities of Jehovah, How he has done astonishing things on the earth.  9 He is bringing an end to wars throughout the earth. He breaks the bow and shatters the spear; He burns the military wagons with fire."


Wars still continue, although their nature has changed. We now have forms of undeclared aggression in the form of terrorist attacks and attacks with no formal declaration of war.
Recent example:  Balakot: Indian air strikes target militants in Pakistan

Military development, sadly, in my view, continues unabated as this website indicates.

Sadly countries see their security in military strength which has probably played a major part in preventing WW3, and the promise of Psalm remains a dream.
