My explanation is a theory of a prototype, It would work, But Im a carpenter not a brick layer.
I carted and stacked enough bricks as a youngster to know its a mugs game.
But If I was to lay bricks for a living, I would make up some trolly pivot Jigs as I discribed.
The jigs could be made to create fence panels or standard panel size and corner panel size etc.
But as I say its a theory that should work, but I dont see big money in brick laying, so although laying 5 times the volume would be possible by a novice worker, The panels would need to suit the construction method.
In most cases with bricks, they need flashings, weep holes, brick ties , lintels, and in most cases bricks would need to be laid by hand.
Thats why I never got these jigs made up for bricks. But formwork for fences would work if someone wanted to go into the fence business.
But for me Im happy to share the ideas and if someone wants to do it then go for it.
