not once is UCG mentioned. This is all about CTL. Now look at page 12 and read the 4 step process and gaze in wide wonder at the pretty picture and you'll find the word "DRIED" which means it's been dug up and put through a drying process which will incur significant cost on its own. CTL is a proven process but lignite to feedstock is yet to become commercialised (although I believe the tech is there: ESI)
This is not as simple as people are making out.
