Removing NG from investment in existing housing stock is sound thinking, such investment does nothing to increase existing housing stock. Unfortunately in a climate of falling prices it may exacerbate the falls, ALP is unlucky with the timing. If it were done 3 years ago the housing market would have shrugged it off easily and kept on rising. Now it's like the last straw.
