if the housing market were benign Treasury would be right, but it's not benign by any measure. This is going to take a group of buyers out of the market, year 10 economics class could tell you the impact, all other things being equal.
That doesn't excuse the government for misrepresenting advice, but I do think the advice is wrong in the current climate.
