Yeh I would be suspect about how far to take NextDC's comments.
No way someone should be rolling servers into that environment.
I personally believe it's more likely to only be NextDC fitout. Flooring, racks, cable trays/management, electrical switchboards and wiring, CRAC's, etc.
I also suspect they wouldn't have all the infrastructure in place to do load testing and any other acceptance testing.
