Cant believe I'm saying this, but welcome back.
If, and a very big if, the PBO took those things into account , they did a poor job of it. I "think".
One truly sad part of this whole saga, is that we are never really going to get a definitive answer to all this argument, as the policy doesn't have a snowball's chance in hell of getting thru, in anything approaching its present form.
So, in a few years time, you, me , pear , will just have to argue about what might have happened.

And Pear, the mining tax and the carbon tax were both perfect examples of things proposed with the best of intentions, very poorly designed, and not fit for purpose.
I can well imagine why you like this one as well.
