Many years ago for two full years I had my bags packed (metaphorically) for a relocation from Melbourne to Adelaide - at all times the story was: "the deal's done, we're just waiting for another [1-6] weeks for it to be approved by cabinet". Again and again and again the deal was pushed back and people flew back to distant parts of the country and the world only to return a month or two later. For those with a sense of déjà vu take solace in the fact that at the end of the two years the deal was signed and I finally relocated to head up part of the implementation team.

This is not exclusively a third world phenomenon.

The most likely outcome for ECT, all issues of timing aside, is still that the contract will be inked and the plant will be built.
