The travel ban was well known. It was reported in the media and discussed in various forums, including the Bougainville Forum on Facebook where on October 12th 2018 Philip Mono'ori posted the October 3rd letter from the Chief Migration Officer to John Momis confirming the ban from travel into Bougainville. The list of eight people included Justine Magee and Michael Carrick. Of course that did not prevent them from meeting various parties in the Airways Hotel in Port Moresby recently. As I understand it Momis, in his recent letter to RTG, stated that this ban would extend indefinitely; he referred to PNG as well as Bougainville.
