I honestly don't think they'd bother telling us if Ruifu had pulled out, with or without a TH. They'd just try to progress negotiations with another party. I'm quite sure they've been given the word that a deal is done but haven't rubber stamped it yet, and in that case a TH is the appropriate course of action to take.
