I think the answer to that question depends upon an environmental assessment as to what the total capacity the Gulf could support. Being a gulf there is a limit as to the water flows etc & the dispersal of waste matter from fish farms.
Actually getting a licence probably wouldn't be that difficult subject to meeting the environmental requirements so long as there was still the allocated capacity left.
I don't think the licence is the biggest barrier to entry, aside from the capital requirements the IP is the problem for a new entrant.
