    A key element of for the implimentation of the Cabinet decisions will be one of timing (as identifed by other posters). The fair thing would be to grant the licence for another two or three years on the condition that the mildly radioactive waste is exported and no more of same is imported into Malaysia. An unfair thing would be for the licence not to be renewed until the waste has been exported and the new cracking facility built. In this latter event one can expect howls of displeasure from both the Japanese and Americans (who do not want to depend on China for REE used in military hardware); a reduction in the WES offer as LYC will no longer be a going concern; and litigation by LYC and a collapse in the SP. The prime minister was silent on the issue of timing; the role of cabinet is to set policies and let the relevent ministries handle the detail. So a lot now will depend on how reasonable, or unreasonable, Yeo is. Until this timing is worked out and made available we will be in no mans land with a volatile SP unless WES seize the initiative.
