Your assumption is grossly incorrect as there are strict timetables to adhere to as part of a launch. For instance refer to Rocket Labs general launch schedule below.
As you can see, they can sign a new launch contract tomorrow, but they will never be able to launch mid-2019 as you keep claiming. THeir hopes and dreams lies with VO and getting a bank loan.
