I would guess that even rudd is not dumb enough to actually believe that. But he needs to re-connect with the howling, rabid nutters and simpletons who do believe this.
He needs a lynch mob to howl down and drown out the many gathering critics, many of whom might even have been fooled by the incredible media/union campaign into voting for him who are now feeling a painful buyers remorse for the bad deal they have been conned into.
