100%. A patent is a description, it is not the know-how.
For example, it might describe certain steps, but does not describe things like temperature, pressure, vibration, quantities etc. So you might know to add acid, but you won't know how much, at what temp, at what flow rate. Do you pour it in, do you mist it in etc
