Thinking about direction changes, do you think it's possible that the FEED study showed them that they could build a small commercial plant to use for demo purposes that is within what they see as affordable?
If they can, it would make more sense …. they could run it continuously and perhaps make some small profit from it whilst having a permanent operating demonstration plant running. Instead then of the demo plant being a cost which would have to be written off against future licensing, you would have one which eventually pays for itself, capital expense and all.
