    Thats all fair and reasonable in theory Andy, but Sovereignty ....

    Here we have Somaliland seeking independence whilst Puntland remains semi autonomous but does not contest Somalia's sovereignty

    There may not be a common arbitraitor when the complaining starts.

    Sudan pulled back from the brink of civil war this morning over a similar scenario..

    So when push comes to shove, can this be resolved without civil war ?
