Did you actually read the announcement?
It's a 50/50 Split in the Joint Venture company FASTBRICK AUSTRALIA. This means that Brickworks will supply the specially designed blocks and FBR will supply the labour (Hadrian X's) for contracted work.
They don't have a 50% (majority) holding in FBR now...
The finalization of this JV implies that Brickworks believes that FBR and specifically the Hadrian X, is going to be viable in the Australian market. Otherwise, why bother signing?
