My thoughts are that they have operated this far with a loan and have cash. So refinancing with more favourable terms is likely and cash is a very secure thing to have rather than less cash with less debt.
Yes a cap raise option can always be used but results in dilution..... I'd prefer they leave that up their sleeve if it is ever needed down the track. The share price now has been sold down on low volume because originally the deal was expected to be wrapped up by now and some lost patience.
