well the short answer is, glencore can only buy 3% of Minara each three months, or six months, or something. this is the so-called "creeping takeover" provision of the corporations law. If they buy more than that, they have to make a takeover offer for the whole lot.
Since they bought another 3% in April ( or whenever ), they cant buy any more until July.
