to create compition
is to take market share from the expensive duopoly by LOWER PRICED competitors to Consumers, it appears tpm are to go fiancially destitute
financing and spend billions of dollars in extra costs due to Huawei ban, to build a network that will not be profitable for many many years, only competitive in a small arenas for quite some time
which in turn protects and enhances the advantage of the duopoly,,
sounds like protection of the duopoly
