I think that like most laws all over the world, its a numbers game
I do not know whether the ABG has enough votes now to pass the Mining Act Amendment
But I think that winning the referendum will give Bougainville an emotional boost that may add to whatever votes they already have
I believe that the amendment aims to find out if there is commercial interest in the Panguna Mine outside of BCL and RTG
I think it is just being painted as a Caballus play by RTG but is really an attempt by ABG to find the best offer available for Panguna
Pres. Momis used to be Ambassador to China, for those who do not know about it
Who knows, maybe with the proper marketing and exposure in international mining shows, a superior offer maybe a better offer may be received
The offer may then be presented to the Landowners by the ABG, and decided in customary manner
It is a typical Melanesian way of resolving conflicts
Not necessarily what is normal for typical mining projects, but uniquely fit to our culture
For BCL, Chairman Mel understands the culture, maybe he can find a solution that involves BCL
I think the Panguna Mine will eventually re-open
Whether the time frame fits into the investment needs of RTG or BCL is another question
