For the takeover they joined together in an association to show themselves up to the market.
After they failed they returned as independent, so they can collect shares under the threshold and eventually if they agree join again forces to finalize a takeover.
They have plenty of shares and sure they are concerned of a management unable to deliver a product to the shareholders and instead is just ready for a salary and already spending shareholders money.
