The approval for the right to raise more capital is different to the debt facility ,but is not a good message to sent out to prospective institutional investors.Apart from waiting until the company becomes cash positive, they also have another reason to hold off. I cannot see any short term buying support coming in from institutions and as a result I feel it will be at the mercy of day traders for a while yet.
