It's not about whether the 'block' itself will be profitable. It comes down to whether the Joint Venture can provide a $/m2 rate for the works at a cheaper rate than bricklayers.
This rate includes the cost of the brick/blocks, sourced by the brickie from their preferred brick supplier. The developer/builder doesn't generally pay for the bricks/blocks as individual items.
