There is logic in what you say. However, there is also the point that PLS have a very good asset and if they do not see a deal as fair they can reject it in the knowledge that they will still have stages 1 and 2 to provide good profits and, albeit delayed, further growth from a self funded position.
It is just possible that some of those wishing to use the product will not want to risk losing access to a large and reliable good quality supply.
