In so far as I understand it the NOI is basically finished. The delays are due to the fact that a third party is checking it prior to it getting submitted. This process of third party review of the NOI takes time, which frustrates all of us shareholders because it takes time before it gets submitted but it is a strategy that saves time and headaches during the official review.
