How many documents are marked 'Secret' just so the government/organisation can avoid public censure? I recall a few stories of documents being wheeled through a cabinet meeting so they can be made cabinet confidential and hidden for 20 or 30 years. I suspect there are some,perhaps many, documents that could be released with no or minor redactions but are not so as to avoid 'embarrassment'. There needs to be a way to 'out' such events. I guess the courts and public pressure will decide.
