Wrong tram if you are suggesting the Chinese State, simple fact is they could have shut Lynas down in a heartbeat anytime up to 2017 simply by "losing" a few containers of NdPr on their docks. On balance the State probably views Lynas has a positive influence given it has helped stimulate ROW demand back to levels last seen in 2006, and they will not immediately be able to replace the 20% cut in exports in 18 months, clearly stated 2016 and confirmed again last year.
If you talking any of the other myriad influences circling in China, particularly speculators in the RE industry who have made fortunes, you'd probably be getting closer to the mark.
