A placement is where they place a certain amount of shares to an individual/corporation at a certain price, usually at a discount to market price.
Implications basically are that it will add more shares to the current issue of stock which enables the company to become more liquid in it's trading of it's securities.
Less shares in a stock makes the stock more volatile to major moves and falls in the sp aswell.
