I agree - they're not speculating. They're just working towards what could be a good outcome for a modest investment in time/resources (Maq won't get much money unless a deal goes ahead). They certainly haven't said a deal is guaranteed re stage 3 nor have they advised much info on the commercial arrangement for the Posco JV. Therefore, shareholders betting on the outcomes is speculating IMO.... but management exploring the possibilities is just what they should be (and are) doing.
