That's correct. Pretty hard work going to a broke government wanting money. I am pretty particular about projects standing on their own viability and should not be subsidised. If it's so compelling why will no one fund it?
But in saying that, the way governments waste money, I would prefer they cut fat and support strategically and economically important projects within their current budgets. But who is to know they caneven make those decisions correctly, and we don't get a whole bunch of tax payer funded white elephants. Hard one.
In CXO's case we are asking for no financial input. The economic flow on for the NT is substantial from a project like this in many ways, multiplying through the local economy.
