Just thinking 'outside of the box' as it were, in my experience, it is also quite common for 'speccies' to do <15% CR to 'bolster' their current cash-position and clearly demonstrate to any 'circling vultures' that that a 'low-ball bid' will not be accepted...
Who knows what happens behind 'closed' doors, 'informal' offer-discussions happen all the time, proceedings only have to be 'released' if they become formal...
