The article is about the recovery and redeployment of battery chemicals - such as cobalt sulfate - not the sale of 2nd hand batteries
The sulfate is sold to be used in NEW batteries and directly competes with sulfates from new production.
And as for your question "does he realise they wont put second hand anything into a new car ?", what I do realize is that you are WRONG. The plastics in new cars are extensively made from recycled materials and SKI and probably the other cell manufacturers, are already using recycled sulfates in their NEW battery cells.
