And this would indicate we have a couple of weeks+ before decisions are made on licence:
'Ms Lacaze indicated on Thursday that Lynas did not expect to get official notification on the licence renewal until within 60 days of its current licence expiring on September 2.'

Why would she wait until Sept if the visit is a must for licence renewal? On the other hand, one have to wonder why YBY would come to Au if a decision already has been made, although she has mentioned she wants to discuss plastic issues as well. I don't want to read too much into it, but could that be the plural in 'ministers'?
