unfortunately my comprehension ability does not reach to mind reading, so I can't claim to have forgotton to mention anything per your insinuation.
It is a public forum, so you might find someone interested,
but I'm not.
I tend to think Petronas and CNOOC et al. have all the things you allude to in spades. Perhaps I should have mentioned strategic partnerships earlier. Some have an publically open agenda around energy security...
