Hazer's role description for the bloke in charge of running the PPP said he'd be "heading the operation" of both HZR's and MIN's plants. Rather than running their own race, that suggests they're clearly hand in hand. Likewise a MIN employee's name on the patent application suggests they're doing the development together, as stated by both companies.
