If I was FBR management, I would wait until the new financial year before commencing the 10 builds.
This way, I fulfill the Performance Share B milestone (completion of 10th house at a commercial arms length contract) and will also contribute to my Performance Share C requirements (achieve an annual operating revenue in a financial year of at least $10,000,000).
