ii. to submit all technical information such as information on plans and PDF locations within the time period of this license and not more than 10 months from the date of issuance of this license for approval by the Board regardless of whether R & D is commercialization, recycling and reuse of residual material; and

iii. ensuring that all generated residues are taken out of Malaysia if R & D recycling and location are not identified or approved. "

The above conditions should be phased out, as long as the first condition is not feasible, then Lynas needs to take action under the second condition. If the second condition is not feasible, Lynas must take action on the 3rd condition. The decision of 4 Ministers to issue a statement on Lynas also clearly states that if Lynas fails to comply with these conditions, then the residue must be brought out of Malaysia.’
