In the days when the limit was at 10% it was more of a barrier but the 15% allows a suitor the potential to build a decent stake prior to making an off market bid.
I think any one making the offer would need to be very certain that it would achieve the desired outcome, as if it failed it would have to dispose of the above 15%, unless they could convince shareholders to change the holding limits with a vote. This I feel rules out any Chinese interest until 2021 and at the moment I can't think of anyone else who would be interested.
Money talks thou so I guess a good offer may have legs.
