As a matter of fact there are already articles published stating that Iraq has already rejected these applications. In any case it will take many years to develop the required infrastructure as most existing plant is unusable. In addition to this Iraqi oil is of a quality that is not readily used by many refineries, it requires blending. Saudi oil has a similar problem.
