Dude, land needs to be scraped and slabs outlined energy lines and water lines set and rebar skeleton set and slab poured for multiple houses this has it's own schedule and that schedule does not align with fbr their schedule so they have to wait till they can drive up to the building sector.
you can't snap your fingers and 10 house slabs are ready to be used, it might be even 50 house slabs from 1 project where fbr will only build on 10 and the 10 slabs might be last to be build
