Just make WPL a permanent BUY, a certain ammount of dollars every 3 months, say.
I was ramping WPL shamelessly last year, but it was much more attractively priced then.
As a rule of thump, I consider a PE of 16-18 as a bargain, 18-22 as fair, anything above that and you are starting to stretch.
WPL is expected to earn $3.50 in 2008 and the same in 2009.
