I can't imagine Dr T publicly putting a time frame on a deal unless things were well progressed (to the point of in principle agreement). It would be damaging to the SP if no deal is forth coming after he has set expectations - so I doubt it would have been done Elon style.
I am not sure that I expect a deal to result in much of a SP bump though. The typical reaction to these things has been - meh.
I think a total buyout or massive upfront are less likely than a very lucrative back ended deal.But what do I know!
